President Hugo Chavez declared three days of national mourning. This “affects us all, the great Venezuelan family, civilian and military”, he said in a telephone call with members of his cabinet.

Vice President Elias Jaua said 17 of the dead were members of the National Guard who were protecting the refining facility in the town of Amuay, located on the Paraguana Peninsula in the northwest.
